She's driven out here because she wants to apologise to him and this is where he'll always be from now on. She hadn't known, you see. Hadn't known that he would suffer, hadn't known that he would die. Hadn't known that the last glimpse of him she ever got would be to see him engulfed in flames.

Hadn't known that he was willing to give his life to save the lives of others.

How had she been so blind?

She lays the rose she brought on the edge of the crater that used to be Sunnydale and whispers, "I'm sorry, Spike. I wouldn't have let you - if I had known."
